The proposed layout was to be done for all layers. The Comanco superintendent,Jose
Ramirez, concurred with the CQA that the present layout would maximize cross seams for this corner
of the cell and was told by the Comanco project manager, Graydon Renshaw, that the method was
approved verbally by the enginer, Sangeeta Lewis. After contacting the engineer and having been
assured verbally by her that the proposed method of panel deployment was allowable, deployment of
GCL occurred in the manner specified. All other layers are to follow the same method of placement.
- 41,869 square feet of GCL was deployed on the northwest corner. The GCL was deployed in a
location and in a manner that would not allow liner to be deployed without at least 50%of each panel
being cut to cover the underlying GCL and would not allow continuous seaming to occur for the
length of each panel and would have resulted in one portion of each panel being seamed on Monday
and the other portion being seamed on the following day. Deploying in this manner would have also
risked damaging the liner by folding it back and by having to drag it in the dirt during deployment, as
no GCL would have existed beneath it. The GCL was covered with pieces of scrap liner found on
site in a scrap pile used in deployment of liner in the previous cell and plastic sheets of visqueen.
Tomorrow's areas will display an area deficiency between the GCL and HDPE areas.
Prepared By: Reviewed By:RL
4/23/03,Rev.0 1 of 1
C-2
