(MPRR) have been prepared for the landfill in accordance with NPDES General <br /> Permit requirements. An updated SWPPP/MPRR will be prepared to reflect the <br /> landfill expansion. <br /> 3.1.4 SOLID WASTE FACILITY PERMIT <br /> All Class II and III solid waste facilities are required to have a Solid Waste Facility <br /> Permit (SWFP) issued by the Local Enforcement Agency (LEA) with concurrence <br /> by the California Integrated Waste Management Board (CIWMB). <br /> The County of San Joaquin, Environmental Health Department is the current LEA <br /> having jurisdiction over the FL. The LEA issues and enforces the terms and <br /> conditions of the SWFP No. 39-AA-0015 and conducts monthly inspections of <br /> the landfill. The SWFP lists the conditions of operation and closure of the <br /> proposed project with which the facility is required to comply. <br /> A separate SWFP was issued for the resource recovery facility operations (MRF). <br /> The resource recovery area, including the building and operations currently <br /> located south of the South Branch of the South Fork of Littlejohns Creek, is <br /> ® permitted as a large volume transfer station/resource recovery facility, under <br /> SWFP No. 39-AA-0020. <br /> A certificate of insurance to demonstrate financial responsibility for operating <br /> liability claims (environmental impairment liability) has been acquired by Forward <br /> and is updated annually pursuant to the Title 27 California Code of Requirements <br /> (27 CCR), Section 22215. <br /> 3.1.5 TITLE V/AUTHORITY TO CONSTRUCT/PERMIT TO OPERATE <br /> The FL is under the jurisdiction of the San Joaquin Valley Air Pollution Control <br /> District (SJVAPCD) and currently operates under the Title V Permit to Operate <br /> for Facility N-339, and Authorities to Construct (ATCs) N-339-9, N-339-10, and N- <br /> 339-17-11. The current Title V permit includes conditions for the following <br /> sources: <br /> • Permit Unit N-339-1-1: Wood Waste Receiving <br /> • Permit Unit N-339-9-1: 500 gallon Gasoline Tank and Fueling Station <br /> Forward Landfill- Project Description 3-2 BRYAN A.STIRRAT&ASSOCIATES <br /> j:\Allied\Forward\2007.0018 Lateral Expansion\Reports\Proj Descrip\021308 Final Proj Des\Sec 3.doc:2/13/2008) <br />
