• Permit Unit N-339-15-1: Sludge Drying Operation <br /> is • Permit Unit N-339-16-1: Bioremediation Operation <br /> • Permit Unit N-339-17-7: Landfill (13.8 Cubic Yard Capacity with Gas <br /> Collection System and 48 MMBTU/Hr Flare) <br /> Authorities to Construct have been issued for the following: <br /> • N-339-17-9: Add carbon adsorption system (CAS) with 300 cfm capacity <br /> to the existing control system (not installed at this time) <br /> • N-339-17-10: Increase capacity of existing flare from 1500 cfm to 2000 <br /> cfm, and add 3400 cfm flare <br /> • N-339-17-11: Grant exemptions from NSPS well standards for selected <br /> wells and alternative operating limits for other selected wells <br /> All necessary permits to construct and operate the existing landfill gas collection <br /> and destruction facilities for the FL have been acquired in accordance with <br /> SJVAPCD rules and regulations and accepted engineering practice. Forward will <br /> obtain additional permits as needed to permit the proposed landfill expansion as <br /> well as to extend the existing gas system into the proposed expansion area. <br /> 40 CFR Subtitle D <br /> The FL meets the requirements of the Code of Federal Regulations Title 40 <br /> (40 CFR), Subtitle D, as it relates to 27 CCR, Section 20919.5 for perimeter <br /> probe monitoring. The FL is required to monitor gas migration and demonstrate <br /> that the methane gas concentration is not greater than 5 percent of the methane <br /> lower explosion limit at the property boundary. Currently there is no off-site gas <br /> migration in excess of applicable limits. Off-site migration has been documented <br /> on previous occasions; however, it is expected that the recent addition of <br /> another flare will enable the landfill to maintain compliance with regard to off-site <br /> gas migration. In the event that landfill gas is detected at a level of 5 percent or <br /> greater at the property boundary, FL will comply with all State and Federal <br /> regulations to mitigate this condition.
