3.2 PREVIOUS CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) REVIEWS <br /> There have been four Environmental Impact Reports (EIRs) performed for FL <br /> since 1993, as listed below: <br /> • Final Environmental Impact Report, Forward, Inc. Landfill Use Permit <br /> Modifications (LSA, 1993) <br /> • Final Environmental Impact Report, City of Stockton, Austin Road Landfill <br /> Expansion Project (ESA, 1994) <br /> • Final Supplemental Environmental Impact Report, Austin Road Landfill <br /> Expansion Project (Grassetti Environmental Consulting, 2000) <br /> • Final Environmental Impact Report; Consolidated Forward Landfill Project <br /> (Grassetti Environmental Consulting, December 2002) <br /> The 1993 EIR for the Forward Landfill was prepared to allow the existing Forward <br /> Landfill to accept designated (Class II) wastes, increase the permitted tonnage, <br /> and establish the landfill maximum height, in addition to other miscellaneous <br /> minor modifications. <br /> In order to obtain additional airspace at the Austin Road Landfill, the City of <br /> Stockton acquired a parcel of land between the existing Forward and Austin <br /> Road Landfills. The 1994 EIR for the Austin Road Landfill Expansion project <br /> addressed a horizontal and vertical expansion to the existing landfill. In addition, <br /> the relocation of the North Creek to the northern boundary of the Austin Road <br /> landfill was addressed. <br /> The Austin Road Landfill Supplemental EIR was prepared in 2000 to allow the <br /> transfer of the Austin Road Landfill from the City of Stockton to San Joaquin <br /> County jurisdiction upon privatization in 2000. <br /> Forward, Inc. purchased the Austin Road Landfill from the City of Stockton in <br /> 2000. The 2002 Consolidated Forward Landfill EIR was prepared to combine the <br /> existing Forward and Austin Road Landfills into one facility.
