® Allowing lower base grades in future waste management units (WMUs) <br /> • Conversion of a portion of the Austin Road Landfill from a Class III to a <br /> Class II landfill <br /> • Expanded hours of operation, increased permitted tonnage, and increased <br /> vehicular traffic counts <br /> As part of the 2002 Consolidated Forward Landfill EIR, it was established that <br /> baseline conditions for the purposes of environmental review were the existing <br /> operations and configuration for each of the landfills. Because the proposed <br /> expansion to FL is a modification of an existing project, the baseline conditions <br /> for the proposed expansion are the current FL conditions. <br /> 3.3 EXISTING ENVIRONMENTAL INFORMATION <br /> 3.3.1 LAND USE <br /> The land use, plans, and policies affecting FL were most recently evaluated as <br /> part of the 2002 Consolidated Forward Landfill EIR. The FL is located in San <br /> ® Joaquin County and is subject to County land use and zoning regulations. <br /> The San Joaquin County Zoning Map (see Figure 2) designates the project site, <br /> including the expansion area as AG-40 (General Agriculture). The AG-40 <br /> designation includes sanitary landfills. The South Creek is designated as Open <br /> Space/Resource Conservation (OS/RC). The northernmost portion of the site is <br /> designated as Public, defined as "major institutional facilities, including schools." <br /> State law (AB 939) requires counties to prepare a Countywide Integrated Waste <br /> Management Plan (CIWMP), containing a Source Reduction and Recycling <br /> Element (ERRE), a Household Hazardous Waste Element (HHWE), a Nondisposal <br /> Facility Element (NDFE), and a Siting Element. The Siting Element specifies the <br /> location of solid waste disposal and transformation facilities needed to provide <br /> capacity for implementation of the CIWMP. The Siting Element of the San <br /> Joaquin County CIWMP identifies the Forward Landfill as a designated disposal <br /> facility. <br /> San Joaquin County adopted the San Joaquin County Multiple Species <br /> Conservation and Open Space Plan (SJMSCP) in February 2001.
