serves as comprehensive mitigation for impacts to threatened, endangered, rare
and other unlisted SJMSCP Covered Species. Forward, Inc. has participated in
the SJMSCP since October of 2004.
The FL is located within 10,000 feet of the Stockton Metropolitan Airport (SCK)
runway (RWY 29). Forward has met with SCK personnel regarding the proposed
expansion. SCK has not experienced problems with bird hazards to aircraft
related to FL.
The FAA regulations regarding construction near an airport and obstruction
standards are detailed in 14 CFR Part 77. The FL expansion could potentially
exceed two standards: one standard associated with the localizer approach
pattern to SCK and another standard governed by certain horizontal and conical
imaginary surfaces defined in the FAA regulations. The final grading plan for the
expansion has been designed to fall below the FAA obstruction clearance
elevations. A Form 7460-1 will be submitted to the FAA for approval prior to
refuse fill elevations reaching obstruction clearance elevations.
3.3.2 TRANSPORTATION AND CIRCULATION
The roadways in the vicinity of FL are shown on Figure 1. Access to FL is from
Austin Road, a two-lane paved road oriented north-south. Direct routes to
Austin Road are provided by Interstate Highway 5, Highway 120, Highway 99,
Mariposa Road, Arch Road, and French Camp Road.
There are four entrances to FL from Austin Road. The main entrance is located
approximately midway between the northern and southern property boundaries.
The two northern entrances are used mainly by FL staff for maintenance and
environmental monitoring. The southern entrance is located south of the South
Creek and is used for access to the resource recovery facility. The southern
entrance will require relocation as part of the proposed relocation of the South
Creek. There is also an entrance to the northwest corner of the site from
Newcastle Road which is currently used for environmental monitoring and
access to the Covanta landfill gas to energy facility.
The 2002 EIR for the Consolidated Forward Landfill analyzed traffic at the FL and
at the surrounding intersections assuming a vehicle count of 620 one-way trips
per day. Traffic counts taken at the project driveway indicated that
Forward Landfill-Project Description 3-8 BRYAN A.STIRRAT&ASSOCIATES
J:\Allied\Forward\2007.0018 Lateral Expansion\Reports\Prof Descrip\021308 Final Proj Des\Sec 3.doc:2/13/2008)
