serves as comprehensive mitigation for impacts to threatened, endangered, rare <br /> and other unlisted SJMSCP Covered Species. Forward, Inc. has participated in <br /> the SJMSCP since October of 2004. <br /> The FL is located within 10,000 feet of the Stockton Metropolitan Airport (SCK) <br /> runway (RWY 29). Forward has met with SCK personnel regarding the proposed <br /> expansion. SCK has not experienced problems with bird hazards to aircraft <br /> related to FL. <br /> The FAA regulations regarding construction near an airport and obstruction <br /> standards are detailed in 14 CFR Part 77. The FL expansion could potentially <br /> exceed two standards: one standard associated with the localizer approach <br /> pattern to SCK and another standard governed by certain horizontal and conical <br /> imaginary surfaces defined in the FAA regulations. The final grading plan for the <br /> expansion has been designed to fall below the FAA obstruction clearance <br /> elevations. A Form 7460-1 will be submitted to the FAA for approval prior to <br /> refuse fill elevations reaching obstruction clearance elevations. <br /> 3.3.2 TRANSPORTATION AND CIRCULATION <br /> The roadways in the vicinity of FL are shown on Figure 1. Access to FL is from <br /> Austin Road, a two-lane paved road oriented north-south. Direct routes to <br /> Austin Road are provided by Interstate Highway 5, Highway 120, Highway 99, <br /> Mariposa Road, Arch Road, and French Camp Road. <br /> There are four entrances to FL from Austin Road. The main entrance is located <br /> approximately midway between the northern and southern property boundaries. <br /> The two northern entrances are used mainly by FL staff for maintenance and <br /> environmental monitoring. The southern entrance is located south of the South <br /> Creek and is used for access to the resource recovery facility. The southern <br /> entrance will require relocation as part of the proposed relocation of the South <br /> Creek. There is also an entrance to the northwest corner of the site from <br /> Newcastle Road which is currently used for environmental monitoring and <br /> access to the Covanta landfill gas to energy facility. <br /> The 2002 EIR for the Consolidated Forward Landfill analyzed traffic at the FL and <br /> at the surrounding intersections assuming a vehicle count of 620 one-way trips <br /> per day.
