• approximately 10 percent of the FL's total daily trips occurred during the AM <br /> peak hour and 6 percent occurred during the PM peak hour. <br /> The level of service (LOS) was analyzed for several conditions including Existing <br /> Plus Approved Projects and Cumulative Plus Project conditions. Based on this <br /> analysis, Forward contributed its fair share towards improvements at the affected <br /> intersections. <br /> In August 2004, a traffic study was performed for FL by TY Lin International/ <br /> CCS. The purpose of the traffic study was to assess the number of vehicles that <br /> could be added to the permitted 620 one-way trips without reducing the LOS at <br /> affected intersections below an acceptable level. The traffic study evaluated the <br /> same scenarios as presented in the 2002 Consolidated Forward Landfill EIR (i.e., <br /> existing plus approved projects and cumulative plus project) and concluded that <br /> 340 one-way trips could be added. <br /> 3.3.3 NOISE <br /> • Several noise studies were performed in the vicinity of FL in support of the 1993 <br /> Forward Landfill EIR, the 1994 Austin Road Landfill Expansion EIR, and the 2002 <br /> Consolidated Forward Landfill EIR. An acoustical analysis was also performed in <br /> 1999 for the BNSF Intermodal Yard. The noise readings were assessed based on <br /> the San Joaquin County Ordinance Code. Based on the County code, noise <br /> levels are not to exceed 65dB Ldn at usable outdoor spaces. <br /> The study performed in support of the 2002 Forward Landfill EIR found that there <br /> had been no appreciable change in noise levels since 1993. Daytime noise <br /> levels were found to be very low with individual auto and truck passages <br /> creating intermittent loud noise peaks. The data suggests that existing noise <br /> levels close to Austin Road are in the upper-60 dB Ldn range. At the facades of <br /> the closest houses, noise levels are in the mid-60 dB Ldn range. <br /> Due to the change in operating hours for FL, nighttime truck trips were also <br /> evaluated as part of the 2002 Forward Landfill EIR.
