Mitigation measures for noise were recommended in the 2002 Consolidated <br /> Forward Landfill EIR. Forward has been complying with the mitigation measures. <br /> No noise complaints have been received by Forward in the last several years. <br /> 3.3.4 AIR QUALITY <br /> San Joaquin County is located within the San Joaquin County Valley Air Basin <br /> (SJVAB). The SJVAB is defined by the Sierra Nevada Mountains in the east, the <br /> Coast Range in the west, and the Tehachapi Mountains in the south. The valley <br /> opens to the sea in the north at the Carquinez Straits via San Francisco Bay. <br /> The region's topographic features restrict air movement throughout the basin, <br /> resulting in weak air flow which becomes stagnant when high barometric <br /> pressure forms over the region. The SJVAB is highly susceptible to pollution <br /> accumulation over time. Stagnation effects are more pronounced in the <br /> southern portion of the valley, but the Stockton area also experiences prolonged <br /> periods of restricted atmospheric dispersion. Because of the poor ambient air <br /> quality, Forward has been active in preventing further degradation of air quality <br /> at the landfill site by implementing monitoring and control programs for landfill <br /> gas, dust, asbestos, ash, and odors. <br /> In addition, Forward complies with Federal, State and local regulations. The <br /> SJVAPCD has jurisdictions over air quality matters in the SJVAB. <br /> Air quality at FL has been evaluated in support of both the Forward Landfill and <br /> former Austin Road Landfill EIRs. Landfill impacts were evaluated for the <br /> following general emission sources: <br /> • On-road vehicles (refuse trucks) and on-site landfill equipment <br /> • Landfill gas (LFG) collection/disposal including fugitive LFG <br /> • Fugitive dust <br /> • Off-site odors[ <br /> Landfill gas emissions are controlled by a landfill gas control system comprised of <br /> two distinct functions: extraction/collection and control/destruction. The LFG <br /> collection system is installed within the refuse and along the perimeter of the <br /> refuse to control lateral migration of landfill gas.
