system consists of 216 vertical landfill gas wells, 46 soil vapor extraction wells, <br /> 18 8 horizontal gas collectors, 7 LCRS riser connections. LFG extraction wells are <br /> monitored and adjusted at manifolds located along the western edge of the <br /> landfill and at well stations located in the interior of the landfill. The control <br /> system consists of two enclosed ground flares and a landfill gas to energy plant. <br /> One flare is a 2,000 scfm LFG & E International unit installed in 2002, and the <br /> second is a 3,400 scfm John Zink unit installed in 2007. There are three 2,000 <br /> scfm direct-drive centrifugal blowers mounted on a skid. The system is capable <br /> of operating two of the three blowers in parallel. The two flares have a <br /> combined capacity of 5,400 cubic feet per minute (cfm) (equivalent to —150 <br /> MMBTU/hr). <br /> Eighteen additional wells located in the original Austin Road Landfill are <br /> connected to the landfill gas to energy plant operated by Covanta. This portion <br /> of the landfill's gas collection and control is operated independent of the main <br /> collection and control system. <br /> The second flare was installed at the landfill pursuant to ATC N-339-17-10, and <br /> went online in early October 2007. The collection system is currently extracting <br /> and transporting approximately 1,700 cfm to the flare station for destruction. <br /> With the addition of the new flare and an increase in the permitted capacity of <br /> the existing flare, control capacity was increased from 1,500 cfm to 5,400 cfm. <br /> According to the SJVAPCD's May 2007 review of the ATC application for the <br /> new flare and CAS, potential to emit in tons per year (tpy) for the landfill is 33.5 <br /> tpy of NOx, 14.4 tpy of SOx, 24.2 tpy of PM 10, 134 tpy of CO, and 7.8 tpy of <br /> VOCs. Any increases in emissions from the proposed expansion will be covered <br /> in a Title V permit modification application for the landfill expansion, which will <br /> be filed by FL and approved by the SJVAPCD before waste is placed beyond the <br /> site's current Title V design capacity.
