Fugitive dust emissions are controlled at FL by operational practices in <br /> • compliance with SJVAPCD Regulation 8 and the site's Title V permit. This <br /> includes: <br /> • Watering excavation areas, <br /> • Watering stockpile haul roads, <br /> • Watering unpaved equipment parking areas, <br /> • Watering perimeter roads daily when roads are in use, <br /> • Minimizing extent of area exposed to wind erosion, <br /> • Covering haul trucks carrying easily airborne material and spraying with <br /> water during unloading, if warranted, `Z <br /> • Phasing construction and closure to not occur on simultaneously on dry, <br /> windy days, <br /> • Screening the active face from prevailing winds, whenever possible, <br /> • Restricting truck and equipment travel over loose, uncompacted unpaved <br /> surfaces, <br /> • Reducing travel speed to limit visible dust, <br /> • • Preventing track out of mud and dirt with paved entrance road and truck tire <br /> wash, and <br /> • Operating the compost area to minimize dust. <br /> Odor is controlled at FL by covering wastes daily. The waste stream for future <br /> operations will be generally consistent with current operations. Because the <br /> majority of the expansion area is located on the west side of the site, it is further <br /> away from receptors than the current facilities. <br /> 3.3.5 PUBLIC HEALTH AND SAFETY <br /> As noted earlier in this section, FL is regulated by numerous agencies. Many of <br /> the regulations with which FL complies were written to protect the health and <br /> safety of potential receptors, users of the site, and of landfill operations staff.
