Interim drainage and erosion control structures will be constructed and <br /> periodically relocated as waste filling progresses. This will provide continuous <br /> stormwater collection and conveyance in a controlled manner and minimize <br /> erosion, ponding, and the potential for leachate generation and/or surface water <br /> contamination. The following subsections provide a discussion of the phased <br /> development within the proposed lateral expansion area. <br /> 5.2.4.1 PHASE 1 <br /> As filling within the existing permitted refuse footprint approaches the Phase 1 <br /> area, work will begin on the excavation of Phase 1, which is located in the <br /> northeast corner of FL. Filling in this area will most likely occur in conjunction <br /> with existing operations north of the main access road and scalehouse, prior to <br /> development of the larger lateral expansion areas along the west and south sides <br /> of the FL. <br /> 5.2.4.2 PHASE 2 <br /> Prior to completion of filling within the existing refuse footprint and Phase 1, <br /> work will begin on the excavation of Phase 2. Filling in this area will most likely <br /> occur after the existing refuse fill area to the north of the main access road and <br /> scalehouse has reached final grades. Upon completion of excavation of the <br /> initial construction stage within Phase 2, the required base liner will be <br /> constructed and fill operations initiated. Excess material from the excavation of <br /> Phase 2 will be stockpiled within the landfill footprint and utilized for daily and <br /> intermediate cover. All surface drainage control facilities will be designed to <br /> accommodate a peak discharge resulting from a 1,000-year, 24-hour storm <br /> event. Storm water run-off volumes and final storm water drainage control <br /> facilities will be sized to carry runoff from the site and any surrounding tributary <br /> drainage. <br /> 5.2.4.3 PHASE 3 <br /> Prior to completion of filling in Phase 2, work will begin on the excavation of <br /> Phase 3 to ensure the continued availability of refuse capacity. Phase 3 lies to <br /> the north of Phase 2. Activities will be conducted in the same manner as in the <br /> previous excavation, including stockpiling of excess material excavated.
