Right-of-Way. The eastern property line is also the Austin Road centerline; the Austin
<br /> Road right-of-way, owned by the County of San Joaquin, is approximately 60 feet wide.
<br /> Thirty feet of this right-of-way is within the Forward property.
<br /> Easement. The South Fork easement is shown in Figure 2.
<br /> Water Wells. There are three water wells at the site. A 2,000-gpm well at the landfill
<br /> entrance facility, a 1,000-gpm well for fire and dust control at the rear of the RRF, and a 20-
<br /> gpm for domestic use located in the front of the facility.
<br /> Offsite structures within 1,000 feet of the site boundaries are shown in Figure 3. Two
<br /> residences are located approximately 1,800 and 2,200 feet from the northeastern
<br /> corner of the site. A third residence is approximately 900 feet east of the site along the
<br /> southern bank of the South Fork.
<br /> 1.2.3 Surrounding Land Use
<br /> An existing Site Plan is shown in Figure 1. In 1973, when the original Use Permit for the
<br /> site was approved, the zoning designation for the area was Exclusive Agriculture (EA-
<br /> 10). The EA-10 zoning designation allowed landfill uses include site construction and
<br /> waste disposal operations, RRF operations, composting operations, dust control,
<br /> equipment maintenance operations, sanitary facilities, fire fighting, and emergency
<br /> situations. The land uses within one mile of the property boundary is shown in Figure
<br /> 3. The State of California operates the Northern California Youth Center, about one
<br /> mile north of the Forward site (Figures 2 and 3). A vacant women's correctional facility is
<br /> also located north of the facility's property and other uses for it are currently under
<br /> consideration by the State.
<br /> Since the land surrounding the Compost Facility is primarily agricultural and the closest
<br /> residence is set back more than 300 feet, there should not be any significant odor
<br /> impacts to the surrounding areas. Based on logs of wells in the project area,
<br /> groundwater generally occurs about 60 to 70 feet below the natural ground surface.
<br /> Groundwater levels fluctuate about 5 feet per year due to the distinct wet and dry
<br /> seasons of the San Joaquin Valley.
<br /> Composting operations will not be conducted over any portion of the Forward Landfill
<br /> existing waste fill. However, the composting facility will be located on an area permitted
<br /> for future WMUs.
<br /> 1.3 Quantity of Materials to be Accepted
<br /> Describe the nature and quantity of materials to be accepted. Nonwaste building
<br /> materials, such as straw, hay, rice hulls, etc., need not be reported here. However, the
<br /> facilities and procedures used in the storage and handling of these materials must be
<br /> described under the materials handling portion of this RCSI.
<br /> The Compost Facility will handle any decomposable organic material including, but not
<br /> limited to, green material, green material mixed with food waste, food waste (including
<br /> garbage as defined in 14 CCR, Section 17225.30), food processing residue, biosolids,
<br /> mixed solid waste, manure, mixed paper, ash, grit/grease, holding tank pumpings, and
<br /> agricultural wastes. Green material, food processing residue, food waste, sewage sludge,
<br /> mixed solid waste and manure are as defined in Title 14 (Chapter 3.1, Article 1, Section
<br /> 17852) of the California Code of Regulations (CCR):
