Ausenco
Vector
1 Introduction
This report summarizes the construction quality assurance (CQA) observations and activities
performed by Ausenco Vector for Forward, Inc. (Forward), during the construction of WMU FU-10 at
the Forward Landfill.
CQA activities included monitoring earthworks construction, geosynthetics deployment, and leachate
collection piping installation. This final report contains detailed documentation that the construction,
including CQA activities associated with the WMU FU-10 composite liner system, was constructed in
general accordance with the following documents:
• Title 27 of the California Code of Regulations;
• Construction Drawings, WMU FU-10, Forward Landfill, Lewis Engineering, April 2010,
• Technical Specirications, WMU FU-10, Forward Landfill, Lewis Engineering, April 2010, and
• Construction Quality Assurance Manual WMU FU-10, Forward Landfill, Lewis Engineering, April
2010.
Ausenco Vector performed work on this project under authorization from Forward's project manager,
Don Litchfield. This report was prepared for Forward by CQA monitor Michael Strobel and Monte
Christie, PE, GE, Project Manager and Engineer of Record. Bryan Fritzler, PE, CQA manager for
Ausenco Vector, provided peer review of this report.
2 Project Description
2.1 Project Components—WMU FU-10
WMU FU-10 encompasses approximately 9.0 acres, which includes approximately 3 acres of side-
slope and 6 acres of floor. WMU FU-10 ties into the eastern side of the southern portion of the
existing WMU FU-08. Components for the construction WMU FU-10 are essentially the same as the
components used to construct WMU FU-08. The composite liner components from both WMU FU-08
and FU-10 were joined together to provide a continuous composite liner system. This system,
installed within the WMU FU-10 project area, consists of the following(from top to bottom):
FLOOR BOTTOM
• 1-foot thick protective Operations Layer soils;
• 7 oz/yd2 Filter geotextile;
• 1-foot thick Granular Drainage layer overlapping LCRS trenches with HDPE pipe and Coarse
Gravel encapsulated in 7-oz/yd2 Filter geotextile;
• 12 oz/yd2 Cushion geotextile;
• 60-mil thick double-side textured HDPE geomembrane;
• 2-foot thick low permeability Clay Liner(CL); and
Date:October 2010
UM004800
Final Constriction Quality Assurance Report 2
