April 8, 2014 <br />To mange both on -and off-site impacts due to the on-site aeration or <br />treatment of contaminated soils, the concentration of chlorinated <br />hydrocarbons in the soil will be restricted to lower levels than those <br />assumed in the health risk assessment contained in the Forward Final EIR <br />(1993). <br />Current Status: Forward is not currently treating contaminated soils onsite. <br />Contaminated soils that meet the requirements of Forward's RWQCB Waste <br />Discharge Requirements are disposed directly into a suitable waste <br />management unit. Forward will comply with the requirements for treatment <br />of contaminated soils if treatment operations resume. <br />k. 41 Austin 1994 (L2.b) (updated), Austin 2000 (L2.b) <br />The landfill operator shall continue to participate in the San Joaquin <br />County Regional Household Hazardous Waste Program to help reduce <br />the amount of household hazardous waste in the waste stream. <br />Current Status: Forward will continue to participate in the San Joaquin <br />County Regional Household Hazardous Waste Program. <br />1. 42 Forward 1993 (A5) <br />Fire hydrants and a pressurized water source for fire suppression and dust <br />control shall be installed. <br />Current Status: Fire suppression and dust control have been installed and <br />approved and are routinely inspected by the Manteca -Lathrop Fire <br />Department. <br />m. 43 Forward 1993 (A.11) <br />In order to reduce risks to public health due to particles of ash leaving the <br />facility, all trucks containing ash shall be covered and water should be <br />available at the ash pile to assure that all ashes which are dumped are <br />damp. Active faces need to have a certain moisture content so as to <br />preclude the generation of dust. It is recognized that a balance must be <br />struck between maintaining sufficient moisture for dust control and <br />applying too much moisture such that the generation of excess leachate <br />occurs. The conditions at the active faces of a landfill as well as the <br />leachate generated, shall be monitored and professional judgment utilized <br />at all times to keep these two factors in balance. <br />Current Status: Dust from ash is controlled -in accordance with the above <br />requirements. <br />n. 53 Austin 1994 (K5.e), Austin 2000 (K5.e) <br />Page 18 <br />
