are not required for leachate because it is collected and removed for disposal, rather than
discharged. According to the Operations Manager, the LCRS operated effectively during
the fourth quarter 2012.
Leachate samples were collected on a monthly basis and analyzed in the field for pH,
specific conductance, and temperature. In addition to monthly monitoring, leachate is
sampled annually during the fourth quarter monitoring period for the parameters listed in
Table 2-1. The results of monthly field monitoring measurements and analytical results
for the fourth quarter 2012 are presented in Table 3-6. As shown on Table 3-6, 12
dissolved metal constituents were detected; six VOC constituents were detected(four
above respective PQLs); and five SVOCs were detected(four above respective PQLs).
No pesticides or herbicides were detected in the leachate sample collected during the
fourth quarter 2012 monitoring period. Review of the annual 2012 leachate sample data
indicates that a quantifiable concentration of 2- ethylphenol (o-cresol)was measured for
the first time. Accordingly, verification retesting for this SVOC will be completed during
the second quarter 2013. No other new constituents were detected above PQLs in the
annual leachate sample.
Groundwater Treatment Facility Operations
The Groundwater Treatment Facility (GTF) at the Austin Unit has been operational since
1994 to mitigate impacts from landfill releases. Impacted groundwater is extracted from
five wells (EW-1, EW-2, EW-3, EW-3R, and E -4) that pump groundwater through an
air stripper treatment system to remove VOCs. Treated groundwater is discharged to an
infiltration pond north of the Austin Road Unit of the Forward Landfill. Due to limited
recharge in extraction well EW-3, the well was taken offline and replaced with extraction
well EW-3R. To increase the volume of groundwater recovered in this area, well EW-3R
was installed adjacent to and deeper than well EW-3. During the monitoring period, the
Groundwater Treatment Facility (GTF)treated 15,833,590 gallons of groundwater at an
average flow rate of 178,537 gallons per day. During the monitoring period, it is
calculated that the GTF removed approximately 1.57 pounds of VOCs.
3.2 SUMMARY
For the Austin Unit, no significant changes in the water quality analytical results were
noted. During the fourth quarter 2012 monitoring period, CLs were exceeded in DMP
wells AMW-6, AMW-7, AMW-12, AMW-13 and AMW-14. With the exception of the
barium concentration measured in well AMW-14, none of the CL exceedances exhibited
statistically significant increasing trends. It should be noted, however, that the barium
concentration measured in the sample collected from well AMW-14 is within the
historical range of values observed at this well. For the CAP wells, trend analyses are
performed instead of comparison to CLs. During the current monitoring period,
statistically significant increasing trends were noted for three VOC constituents in CAP
well AMW-1, while one or more VOC constituents were noted as having decreasing
trends in CAP wells AMW-1, AMW-10, and AMW-1913R.
