3.3 BORROW AREA OPERATION A. All borrow areas shall be kept neat and orderly. Work areas in a systematic manner. Keep borrow areas graded to drain and take all necessary precautions to minimize erosion. The EARTHWORK CONTRACTOR shall review the excavation plan with the QA/QC CONSULTANT prior to any excavation from borrow areas. Leave all surplus material in the borrow area. Maintain access roads as necessary at EARTHWORK CONTRACTOR's expense. Excavation at the borrow areas shall be limited to the elevations shown on the drawings and shall be excavated to permit the completed area to slope to drain to the surrounding area after completion of all Work. A. The EARTHWORK CONTRACTOR shall selectively stockpile the onsite fine grained material to use as Clay Liner Material. The EARTHWORK CONTRACTOR shall also selectively stockpile material appropriate for use as protective operations layer. C. Soils to be excavated are variable. Soil suitable for use as the Clay Liner material, Clay Earthfill or Protective Operations Layer may only be encountered in thin intermittent seams. D. The EARTHWORK CONTRACTOR shall make all reasonable efforts to determine the type of soil being excavated at all times. Equipment operators or the EARTHWORK CONTRACTOR's representative directing excavation shall have sufficient knowledge and understanding of soil classifications to determine general soil type. E. If vegetative material or topsoil is encountered in the borrow area, it shall be removed and stockpiled at an onsite location, as directed by the OWNER. 3.4 EXCAVATION A. Perform all excavation of every description, regardless of the type, nature, or condition of material encountered, as specified, shown, or required to accomplish the construction. Transport excavated material to where it will be placed or to the designated stockpile area. Any refuse excavated shall be placed in active landfill areas, as directed by the OWNER. B. The EARTHWORK CONTRACTOR shall selectively stockpile the onsite fine- grained material to use as Clay Liner or Clay Earthfill Material. The EARTHWORK CONTRACTOR shall also selectively stockpile material appropriate for use as protective operations layer. C. Soils to be excavated are variable. Fine-grained material suitable for use as the Clay Liner or Clay Earthfill material may only be encountered in thin intermittent seams. The clay liner material shall be first obtained from the eastern onsite borrow source until a sufficient amount of material has been obtained or there is no suitable clay liner material remaining in the eastern borrow area.
