The EARTHWORK CONTRACTOR shall notify the OWNER at least 3 <br /> working days in advance of when the subgrade is completed and ready for as- <br /> built surveys. The OWNER will survey the top of the base and slope subgrade <br /> in accordance with Section 01410, SURVEYS. The survey shall provide <br /> coordinates and elevations of the subgrade surface at a minimum of 75-foot <br /> centers and delineating prominent features. The results of the survey will be <br /> provided to the QA/QC CONSULTANT within 2 days of the survey for <br /> approval prior to placing overlying materials. The QA/QC CONSULTANT <br /> shall have 2 working days to review survey results and may independently <br /> verify survey results. The time taken by the QA/QC CONSULTANT in <br /> checking and verifying the survey results will be considered included in the <br /> total calendar days allotted the EARTHWORK CONTRACTOR before <br /> liquidated damages are assessed. <br /> B. After completion of clay liner, proof-roll the surface of the entire lined area with a <br /> loaded dump truck or similar heavy-wheeled equipment to detect soft or loose <br /> zones. Notify the QA/QC CONSULTANT prior to commencement of <br /> proof-rolling. If soft or loose zones are found, excavate the soft or loose material <br /> to a depth accepted by the QA/QC CONSULTANT, then fill with Clay Liner. <br /> The Clay Liner shall be compacted as specified for such fill. <br /> 3.8 CONSTRUCTION OF CLAY LINER <br /> A. General: <br /> 1. Clay Liner Material shall be processed to meet the requirements of Article <br /> 2.3 of this Specification. The EARTHWORK CONTRACTOR may request <br /> information from the OWNER on successful processing and placement <br /> procedures used for the construction of previous WMUs at the Forward <br /> Landfill. The EARTHWORK CONTRACTOR shall have the option to <br /> determine construction procedures to be used, subject to the approval and <br /> acceptance testing by the QA/QC CONSULTANT. <br /> 2. The EARTHWORK CONTRACTOR shall process the Clay Liner Material <br /> suitable for the purpose intended. After processing, the Clay Liner Material <br /> shall be free from dry clods, roots, organic matter, frozen material, debris, <br /> rocks or stones larger than I inch, and other deleterious material. Clay <br /> Liner Material shall be thoroughly blended and compacted to provide a <br /> homogeneous material relatively uniform in gradation and moisture content. <br /> 3. The Clay Liner Material shall be as uniform as possible, free of penetrating <br /> cracks, and having interlift boundaries completely blended. The soil shall <br /> be kneaded by multiple passes with a heavy-weight footed compactor in <br /> order to produce a soil structure having low hydraulic conductivity, and not <br /> simply achieving a relative compaction goal. The top surface shall be <br /> smooth, graded to the grades shown on the Construction Drawings, and <br /> ready to receive overlying components of the lining system.
