4-5 <br />As mentioned in Section 4.1, the LFGTE facility (i.e., the former Covanta plant) has been <br />shut down as of October 23, 2012. It is anticipated that a new LFGTE facility will become <br />operational in spring 2014, as discussed in Sections 5.2.7 and 7.5. The power will be sold <br />to Silicon Valley Power, which is the City of Santa Clara's power company, and will utilize <br />Pacific Gas and Electric Company (PG&E) transmission lines. Presently, the gas extracted <br />from the landfill is destroyed at the flare station at the northeast portion of the landfill. <br />The landfill's Austin Road Unit is currently under a CAP for groundwater contamination by <br />VOCs. To comply with the CAP, a groundwater extraction and treatment system has been <br />installed to mitigate detected chlorinated hydrocarbon in the first encountered groundwater <br />beneath the Austin Road Unit <br />All site surface water that has not come in contact with waste is directed to the <br />sedimentation ponds. Three sedimentation ponds are on-site. Two are located on either <br />side of the South Fork of South Littlejohn's Creek in the southwest corner of the site. The <br />third sedimentation basin is located along the western boundary of the landfill. Water <br />collected in the sedimentation ponds is sampled in accordance with the site's Stormwater <br />Pollution Prevention Plan (SWPPP) before it is discharged to the North or South Forks of <br />South Littlejohn's Creek. <br />40 4.2 Permitted Waste Types <br />Permitted wastes that may be currently discharged at the Forward Landfill are listed below. <br />Several of these wastes are also approved as alternative daily covers (ADCs). <br />1. Nonhazardous solid wastes and inert wastes, defined by 27 CCR, Sections 20220 and <br />20230 as nonhazardous and nondesignated wastes that do not contain soluble <br />pollutants that could be released in excess of water quality objectives or could cause <br />degradation of waters. <br />2. Designated wastes (also referred to as "Class II Wastes") defined by 27 CCR, <br />Section 20164 as nonhazardous wastes that contain pollutants that could be <br />released in excess of water quality objectives or could cause degradation of waters, <br />or hazardous wastes which have been granted a variance by the DTSC to be <br />disposed in a Class II unit. <br />3.
