Water Quality Monitoring Report <br /> Forward Landfill <br /> WDR Order No. R5-2003-0049 was formally adopted by the RWQCB on March 14, 2003, which <br /> combined the former Austin Road and Forward Landfills into one landfill, now known as the <br /> Forward Landfill. <br /> In response to the detection of volatile organic compounds (VOCs) in groundwater <br /> downgradient of the Austin Unit, the RWQCB issued a Cleanup and Abatement Order (CAO) on <br /> December 8, 2008. Under the CAO, Forward has installed 24 additional groundwater <br /> monitoring wells (five of which were later abandoned) to help define the vertical and lateral <br /> extent of VOCs in groundwater downgradient of the Austin Unit. <br /> WDRs were updated and WDR Order No. 115-2014-0006 was formally adopted by the RWQCB <br /> on February 6, 2014. <br /> In response to continued detection of VOCs in groundwater downgradient of the Austin Unit, <br /> the RWQCB issued CAO Order No. R5-2017-0703 on April 10, 2017. Under the CAO, Forward <br /> has submitted multiple workplans for landfill gas and domestic well monitoring, and <br /> construction of additional groundwater monitoring wells and groundwater extractions wells to <br /> address VOCs in groundwater downgradient of the Austin Unit. <br /> 1.3 Standard Observations <br /> In accordance with Monitoring and Reporting Program (M&RP) Order No. 115-2014-0006, <br /> Section A.6.d, Forward personnel conducts Standard Observations for the landfill units, along <br /> the perimeter of the landfill units, and for receiving waters. As provided in Appendix A, these <br /> observations include identification of evidence of liquids entering or leaving the landfill, <br /> indications of ponding on the landfill or erosion of the landfill cover soils, and identification of <br /> strong landfill gas odors. No unusual conditions were identified by Forward personnel during <br /> the third quarter 2017 monitoring period. In addition to Forward's inspections,the San Joaquin <br /> County Environmental Health Department (CEHD) performed monthly inspections at the facility <br /> on July 21, August 8, and September 15, 2017. In addition, CalRecycle conducted an 18-month <br /> inspection in conjunction with the CEHD on August 8, 2017. No Notices of Violation (NOVs) <br /> were issued by the CEHD or CalRecycle during the monitoring period. Completed inspection <br /> forms are presented in Appendix A. <br /> Pursuant to the Forward Landfill Odor Control Management Plan (Forward, 2009), the Forward <br /> Operations Manager performs weekly monitoring for odors on the landfill surface and along the <br /> perimeter of the landfill. In the event that an odor complaint is made by the public, Forward <br /> performs an immediate investigation to identify the source of the odor.
