Cost Analysis <br />Costs for the alternatives are in 1983 dollars and are based <br />on data in the 1979 SWMP, additional Metcalf & Eddy estimates, <br />and consultations with collection firms and the County <br />Department of Public Works. Some costs are subject to <br />negotiation between parties and thus difficult to estimate <br />accurately. Cost figures are planning level estimates only, <br />sufficiently accurate for decisions on concepts, but not <br />accurate enough for site-specific or detailed proposals. <br />Cost computations were broken down into three categories: <br />• Collection and haul. This cost is for the actual <br />pickup from homes and businesses and transportation <br />to a transfer station or landfill. <br />• Transfer and haul. This cost is for ownership and <br />operation of transfer stations, including vehicles <br />for transportation of waste from the station to a <br />landfill. <br />• Disposal. This cost is for landfill ownership and <br />operation. <br />The results for each alternative are summarized in Table 4. <br />Table 4 represents costs for a "base case," i.e., an initial <br />set of assumptions and bases of calculations which are <br />discussed in greater detail in the following sections. The <br />effect of changes in these assumptions on total costs <br />(sensitivity analysis) is discussed separately. <br />Table 4 is similar in concept to Table 8-1 in the 1979 SWMP. <br />However, there are several differences between these tables <br />that make direct comparison between the tables difficult. <br />0 <br />
