Stockton area, since distances to the facility are shorter <br />than hauling directly to landfills, as shown in Table 5. <br />However, the volumes for A.2, C.2, and D.2 are less than for <br />A.1, C.1, and D.1, respectively, because the proposed Eight <br />Mile Road transfer station would serve the Stockton area. <br />The transfer and haul cost of California Waste Removal Systems <br />represents increases or savings in costs resulting from longer <br />haul routes and/or fewer trips. The cost differences among <br />alternatives are essentially the haul costs for transfer <br />vehicles which were assumed to be $1.00/mile for a 90 loose <br />cubic yard load. <br />Disposal. For Alternatives A.1 and A.2, disposal cost is the <br />sum of estimated annualized costs of development and operation <br />of the new Harney Lane Landfill. The new landfill was assumed <br />to be County -owned and operated. Development costs were <br />estimated by Metcalf & Eddy with the assistance of the County <br />Public Works Department. Development costs were based <br />primarily on information in the EIR and include land <br />acquisition, roads, fencing, drainage, paving, scale, <br />monitoring and water supply wells, utilities, toll house, and <br />engineering studies and design. Operating costs were assumed <br />to be the same as the existing Harney Lane Landfill.
