#3. Warren Davis (cont).
Question was asked as to
the pit. How would the
of the pit be sealed?
0
Page 9
what'would happen when the water enters
problem be eliminated? Would the side
Staff - The bottom of the pit will be excavated to drain away
romthe waste and any rainfall will be collected and trans-
ported to the evaporation and percolation pond to prevent
any saturation of the waste. The sides of the pit will not
be sealed. The top ground cover will shed water. The State
Water Quality Control Board has not required that the pit be
sealed, as it will be a dry operation.
#3. Warren_ Davis (cont) .
Alleged that water is carried southwest towards a dairy on the
Smit property. In 1900-1915, a 55' well on the Disch property
supplied water from a centrifugal suction pump in the well
bottom. As a suction pump can only draw about 20' this
indicates that groundwater was 70' deep in the early 1900's.
Should the water table rise to its former level, water pollution
would result, that contaminents will go into the water supply.
If Folsom South Canal develops, the water will return to a
higher level.
Staff - Landfill will operate in the dry and we do not antici-
pate a liquid waste or leachate. Since 1968, the water table
has dropped 15'-20' - this is the general trend for the entire
San Joaquin Valley. It will take a tremendous amount of water
to bring the water table back to the early 1900's level. Folsom
Canal water will mainly be used for agricultural purposes --it'
will not make that much difference in the water table.
#3. Warren Davis (cont).
Alleged that the existing Harney Lane Landfill has an impervious
bottom in contrast to the proposed landfill site.
Staff - The existing Harney Lane Landfill does not have an
impervious bottom. The State Water Quality Control Board does
not require an impervious bottom at the proposed landfill site.
V_
