It may be possible in some situations for <br /> several small businesses to share bins for recyclable <br /> materials. <br /> The County could require the collection companies to <br /> achieve a certain level of commercial and industrial <br /> recycling as part of their franchise and licensing <br /> agreements. Also, the County could consider ordinances that <br /> require new developments to provide space for bins for <br /> recyclable materials, and require new businesses to prepare <br /> and implement recycling plans as part of a business solid <br /> waste plan. <br /> The County could also implement variable can rates for <br /> commercial and industrial generators. This could be done by <br /> franchising commercial and industrial collection and <br /> controlling refuse collection rates. <br /> Both the public and the private sectors are involved in <br /> commercial and industrial recycling in the County. The <br /> County doesn't do its own refuse collection, so private <br /> haulers provide and service business recycling bins. The <br /> County's contribution consists of coordination and <br /> regulation. <br /> EVALUATION: <br /> 1. Effectiveness in Reducing Solid Wastes: <br /> The County's waste generation study shows that <br /> corrugated paper makes up 11.7% of the commercial <br /> waste stream, 28. 1% of the industrial waste stream, and <br /> 2.4% of the self-haul waste stream of the unincorporated <br /> area. Percentages for ferrous metal scrap are 5.6% of <br /> commercial, 7 .5% of industrial and 9. 3% of self-haul. <br /> White goods were only found in the self-haul waste <br /> stream but totaled 8.9%.
