5. Program Implementation in Short-Term or Medium-Term <br /> Planning Period: <br /> Generally, source separation is currently being <br /> practiced whenever a business is disposing of enough <br /> recyclable waste to interest waste collection companies. <br /> During the short-term and medium-term planning periods, <br /> the County could try to increase such recycling by <br /> working with the business community. The proposed <br /> regulations could facilitate increased commercial and <br /> industrial recycling. <br /> 6. Need for Additional Facilities: <br /> No new facilities should be required by these <br /> strategies. However, additional space may be required <br /> in commercial and business areas for bins for recyclable <br /> materials. <br /> 7. Consistency with Local Plans, Policies, and ordinances: <br /> Source separation may require changes in local <br /> ordinances to require businesses and developers to <br /> provide space for collection bins for recyclable <br /> materials in new developments. Also, ordinances would be <br /> required to control commercial and industrial collection <br /> bin rates and to require businesses to prepare and <br /> implement recycling plans. <br /> S. Institutional Barriers to Implementation: <br /> There may be resistance to County efforts to <br /> franchise commercial and industrial refuse collection. <br /> This resistance would probably come from refuse <br /> collectors and business owners. <br /> Chapter 4 - Recycling 31 <br />
