G. Proposed Methods for Handling and Disposal: <br />® Diversion at the North County Recycling Center, and <br />the proposed Central County and South County MRFs will be <br />accomplished by drop-off programs and by diversion from <br />the large tipping floors. Initially, light equipment and <br />manual separation will be used to divert recyclables from <br />the tipping floors, but in the medium-term planning <br />period, conveyor belts may be added to allow hand-picking <br />of additional material if necessary to meet diversion <br />goals. The diverted materials may be transported to <br />markets without processing, or may be chipped or baled on <br />site before shipping. Initially, no baling or chipping <br />by landfill staff is planned. <br />H. Facilities to be Built or Expanded: <br />The design of the new North County Recycling Center <br />Chapter 4 - Recycling 49 <br />n <br />Lovelace Transfer <br />Station, and those programs have <br />demonstrated that there is a considerable amount of <br />recyclable metal scrap coming into the County's disposal <br />sites and markets exist for the material. <br />A pilot wood diversion program at the Harney Lane <br />Landfill has similarly proven that a great deal of scrap <br />wood can be salvaged, and there are many businesses <br />willing to chip it and deliver it to cogeneration plants <br />for transformation. No market for used urban scrap wood, <br />than <br />other for transformation, has been found in the <br />area, but markets may develop. As markets for other <br />materials become available to the County, those materials <br />will be diverted wherever practical. Recycling <br />technology is developing so rapidly that it is impossible <br />to plan too far into the future. <br />G.
