and Sanitary Landfill is in part a response to the need
to divert materials from the waste stream. Vehicles
carrying waste are usually routed directly to the face of
the landfill, but at North County a MRF has been
constructed near the entrance to the landfill. There,
commercial, industrial, and self -haul loads dump their
waste onto a large tipping floor which has been designed
with additional space for separation of recyclable
materials. This facility has been designed to add
mechanized equipment to meet future waste diversion
requirements.
Initially, sorting is done by hand. The materials
diverted include white goods and scrap metals, wood,
tires, HDPE and PET, three colors of glass, and aluminum
cans.
A large outside area has been paved, to store
separated recyclable materials in bins and roll -offs, and
to stockpile wood and scrap metals until the materials
are marketed. Wood chippers and metal balers are brought
to the site by private contractors to process materials
for shipment.
A drop-off recycling area with bins for newspaper,
glass, aluminum cans, and HDPE and PET plastic bottles
has been provided and may be expanded to meet additional
needs.
In the Central County Area, The Lovelace Transfer
Station is scheduled to be completely redesigned and
expanded. Like North County Landfill, the new Lovelace
facility will be designed as a MRF, to accommodate manual
diversion from the tipping floor as well as incorporating
large areas for drop off and processing of diverted
materials. Some mechanization related to sorting and
baling may be a part of the original design or may be
added in the future, depending upon the recycling needs
of the County unincorporated area and the cities in the
Chapter 4 - Recycling 50
