Means to Discourage Theft of Recyclables: <br />If theft becomes a problem in any of the diversion <br />programs, appropriate ordinances will be submitted to the <br />County Board of Supervisors to address the problem. <br />Monitoring and Evaluation: <br />A. Methods to Quantify Achievement of Objectives: <br />The County will monitor at least semi-annually the <br />tonnage of solid waste disposed of in permitted landfills <br />and transformation facilities, and the tonnage of <br />material diverted from the waste stream, and calculate on <br />an annual basis what percent of the solid waste generated <br />is being diverted. <br />B. Methods to Monitor Achievement of Objectives: <br />Three of the four solid waste disposal sites for the <br />County are equipped with computerized scales. The County <br />keeps extensive records on the amount of waste disposed <br />at each of its four sites. At the new recycling <br />facilities at the North County Landfill and the Lovelace <br />Transfer Station, all recyclable materials will be <br />weighed as they leave the sites. All recycling facilities <br />in the County serving the unincorporated area will be <br />monitored at least semi-annually to determine the tonnage <br />of all diverted materials. The collected data will allow <br />the County to monitor the percentage diverted on an <br />ongoing basis. If objectives are not being achieved, it <br />may be necessary to perform targeted solid waste <br />characterization studies to determine how to adjust the <br />Chapter 4 - Recycling 56 <br />
