3. <br />4. <br />I <br />unincorporated area as compost facilities. As end - <br />uses are explored, the level of technology required <br />in the composting process will be established. <br />The County will explore the use of yard waste <br />or composted materials as daily cover or soil <br />amendments at sanitary landfills. The County will <br />further explore other markets, and if feasible, <br />make changes to the compost projects to meet the <br />market conditions. <br />The County will consider the possibility of <br />joint use of compost facilities by more than one <br />jurisdiction. Regional use of facilities will be <br />encouraged whenever possible. <br />This strategy was selected because a 50% <br />diversion rate cannot be achieved without diverting <br />yard waste through a comprehensive County <br />composting program. <br />Manual Separation: I <br />Any MRFs developed by the County will include <br />the capability to segregate compostable materials <br />from the waste stream. As necessary to achieve <br />diversion goals, compostable materials will be <br />separated at these facilities and transported to a <br />compost facility for processing. <br />This alternative was chosen to divert the <br />compostable material which is not source separated, <br />to maximize the effectiveness of the composting <br />program. <br />Backyard Composting: <br />The County will provide information on back- <br />yard composting in the unincorporated area, as part <br />Chapter 5 - Compost 20 <br />11 <br />
