Methods to Monitor the Composting Program and Evaluate <br />Achievement of Objectives: <br />There are two ways the County can monitor the progress <br />of the composting program. The amount of yard waste <br />diverted will be measured in cy or tons, which will measure <br />the effectiveness of the diversion program. Periodically, <br />a targeted waste generation study of residential packer <br />truck waste can show what percentage of yard waste is still <br />in the waste stream to evaluate the effectiveness of the <br />source separation programs. Since Solid Waste Division <br />employees are at the disposal sites, they can monitor the <br />yard waste not being diverted from the self -haul waste <br />stream. <br />If the County embarks upon a backyard composting <br />program, that program can be measured by surveys of <br />participants. I <br />Chapter 5 - Compost <br />I <br />The <br />diversion accomplished by the composting <br />program <br />will be <br />measured by the volume or weight of <br />material <br />diverted <br />to the composting sites. If the material is <br />shredded <br />and used for landfill daily cover, it <br />will be <br />weighed <br />or measured as it is used. The amount <br />of soil <br />cover saved <br />will also be calculated. Material <br />used in <br />shredded <br />form will be counted as recycling if it <br />has not <br />undergone composting. <br />6.
