C <br />C. Agency Responsible for Program Monitoring; ng, Funding <br />Requirements and Revenue Sources for Program Monitoring: <br />The Solid Waste Division of the County Public Works <br />Department will be responsible for monitoring the <br />composting program. Funding requirements will be met <br />through the Solid Waste Enterprise Fund. <br />J_ <br />1 Chapter 5 - Compost 31 <br />J <br />D. Measures to be Implemented in Event of Program Shortfall: <br />The problems which could create a shortfall in the <br />program would be a failure to achieve the desired source <br />separation of yard waste, or a failure to find end-users of <br />the shredded or composted material. In the first instance, <br />there would have to be increased publicity and education <br />efforts and possibly rate changes or an outright ban to <br />increase source separation. In the second instance, there <br />would have to be additional marketing efforts and possibly <br />changes in the composting methods to produce a product <br />acceptable for different end -uses. Further, the amount of <br />material manually separated at material recovery facilities <br />increased <br />could be through increased effort, or <br />installation of mechanical methods. If those measures <br />failed, it might be necessary to increase the diversion of <br />other materials in the waste stream to achieve the required <br />diversion. <br />J_ <br />1 Chapter 5 - Compost 31 <br />J <br />
