0 <br />F <br />CHAPTER SIX <br />SPECIAL WASTE COMPONENT <br />INTRODUCTION: <br />A Special Waste Component is required by the ACT as part <br />of the SRRE. This component must address special waste <br />objectives that plan for the reduction of potential hazards <br />created by special wastes and plan for the environmentally <br />safe handling, reuse, and long-term disposal of special <br />wastes. <br />Special wastes, as described by the Integrated Waste <br />Management Board, include wastes that require special <br />collection, handling, treatment, and/or disposal techniques. <br />They also may require special permits for disposal at solid <br />waste facilities. Some special wastes could have a <br />detrimental effect on water quality if not properly handled. <br />The function of the special waste component is to <br />describe the existing waste handling and disposal practices <br />for special wastes, and identify current and proposed programs <br />to ensure the proper handling, reuse, and long-term disposal <br />of special wastes. The component must also identify any <br />special wastes for which there is no permitted disposal method <br />within the jurisdiction. <br />The materials listed in the ACT as special wastes are <br />asbestos and non -hazardous sewage sludge. However, the <br />"Resource Guide to Integrated Waste Management" prepared by <br />the CIWMB lists an additional 13 special wastes types. Many <br />of the special waste types are not disposed of at permitted <br />solid waste disposal facilities within the incorporated County <br />because there are other programs to deal with them.
