V. <br />D. Franchise and Regulatory Measures: <br />The County will consider requiring collectors to <br />develop public information and education programs. That <br />subject could be included in the franchise negotiations <br />in late 1993. <br />Program Implementation: <br />A. Agencies Responsible for Implementing the Educational and <br />Public Information Program: <br />The Solid Waste Division of the County Department of <br />Public Works has overall responsibility to coordinate the <br />Education and Public Information Program. The Solid <br />Waste Division will work with the appropriate staff of <br />the various cities to develop and implement joint <br />educational programs as appropriate. <br />B. Required Implementation Tasks: <br />Following are some of the tasks that will be <br />necessary in order to implement the County education and <br />public information program. <br />1. Acquire and train staff within the Solid Waste <br />Division to develop and implement the Education and <br />Public Information Program. <br />2.
