report, the waste disposed and the waste diverted were
determined and used to derive the total waste generated.
A. Methodologies:
Assembly Bill 1820, Chapter 145, statutes of 1990,
established additional requirements for initial waste
generation studies. Basically, three sampling
methodologies are available for the initial study:
1. Quantitative Field Analysis:
A representative characterization of the solid
waste stream conducted using data collected in the
field from sources of generation, from diversion
programs, and/or from disposal facilities.
Section 18724 (f) of Chapter 9 of the
California Code of Regulations states "Sampling by
Quantitative Field Analysis. If a quantitative
field analysis for the initial Solid Waste
Generation Study is selected for use by a
jurisdiction, the quantitative field analysis may
be conducted using sampling procedures outlined in
Appendix 1,..." Therefore, the use of techniques
in Appendix 1 is optional, at the discretion of the
jurisdiction. Further, there is no requirement to
perform a statistically representative sampling for
the initial study.
2. Regional Study:
A representative characterization of the solid
waste stream is conducted on a regional basis. The
Appendix I 2
