IV. PROCEDURES FOR HANDLING IDENTIFIED HAZARDOUS WASTE <br /> If regulated quantities of hazardous wastes or PCE wastes are <br /> found after being deposited at the site, site personnel will move <br /> the unloading operations to a safe area and place traffic cones <br /> around the affected area. If the prohibited wastes are safely <br /> containerized for on-site moving, the site foreman will direct <br /> site personnel to move these materials to temporary storage. <br /> Materials will be moved to an on-site temporary hazardous waste <br /> storage locker for disposal within 90 days. A "Safety Storage, <br /> Incorporated, Model 10, 11 chemical storage locker has been <br /> installed at the site for this purpose. This storage locker is <br /> provided with secondary containment, explosion venting and may be <br /> moved with a forklift. Since the waste stored in the locker will <br /> be removed within 96 days, the locker is not required to be <br /> .permitted as a hazardous waste storage facility. <br /> The County has contracted with a licensed hazardous waste hauler <br /> to collect hazardous waste and conduct hazardous waste cleanup <br /> activities at County disposal sites as required by the Department <br /> of Public Works. <br /> If the wastes are a spill, or are not adequately containerized <br /> for on-site moving or storage, the Department of Public Health <br /> Services Environmental Health Division is contacted immediately <br /> by telephone and given details of the incident. Upon being given <br /> a description of the materials and situation, - the Department of <br /> Public Health Services Environmental Health Division gives <br /> directions to the site foreman or proceeds to the site if <br /> necessary and provides direction for emergency removal of the <br /> waste in question. The site foreman also notifies the San <br /> Joaquin County office of Emergency Services concerning the <br /> incident. The Solid Waste Foreman then arranges for immediate <br /> removal and ultimate disposal by the County's Licensed Hazardous <br /> Waste Contractor as directed by the Department of Public Health <br /> Services Environmental .Health Division. <br /> Experience with the load checking program to date indicates that <br /> virtually all attempts to dispose of hazardous waste at the site <br /> involve disposal of drums containing varying amounts of liquid. <br /> Under the Program, liquid containers greater than five gallons in <br /> capacity which may be safely moved are moved away from the <br /> dumping area and stored until disposal is accomplished by the <br /> responsible party or the County. With the use of the chemical <br /> storage locker at the site, barrels will be appropriately tagged <br /> when discovered with information as to approximate volume of <br /> contents, probable contents of the container if known, date of <br /> discovery and responsible party if known and then locked in the <br /> storage locker until removed from the site and manifested by a <br /> licensed hazardous waste hauler. <br /> -9- <br />
