2.5.10 Leachate Monitoring and Control <br />Section 21790(b)(8)(F), requires a preliminary description of leachate monitoring control <br />measures pursuant to Section 21160 for closure activities. Section 21160 (c) requires that during <br />the closure/postclosure maintenance period, the owner/operator shall ensure that leachate <br />collection and control is done in a manner that prevents public contact and controls vectors, <br />nuisance, and odors. <br />During the operational life of the landfill, leachate will be returned to the refuse away from <br />potential public contact in accordance with the WDRs. It is anticipated that the practice of <br />returning leachate to the refuse at a subsurface infusion point can be continued throughout the <br />active life of the landfill. This practice removes the possibility of public contact. <br />Final closure or partial closure will result in these areas being permanently closed to public <br />access. This will ensure that the public does not contact leachate. <br />Leachate is presently pumped from the leachate sumps either first into double -walled leachate <br />storage tanks prior to returning the leachate to the landfill, or directly to the refuse fill for <br />diffusion, in accordance with the WDRs. The County intends to continue return of the leachate <br />to the refuse fill for the foreseeable future and anticipates this practice will continue during <br />postclosure, when infiltration will measurably reduce and leachate accumulation will diminish. <br />The design of the final closure leachate return systems will be submitted to regulatory agencies <br />for approval with the Final Closure and Postclosure Maintenance Plan. <br />Leachate quantities and quality is currently monitored regularly in conformance with the WDR. <br />This monitoring will continue upon final closure and into the postclosure period. <br />Development of the landfill prior to final closure will establish a total of seven leachate sumps <br />operated, maintained, and monitored in the postclosure period (Drawing 2). This forms the basis <br />for the postclosure maintenance cost estimate in Section 3.4. <br />2.6 Site Life and Closure Schedule <br />Section 21780 (c)(3) requires that Final Closure Plans be submitted two years prior to the <br />inception of closure activities. In accordance with Section 21780(d)(2), CIWMB, <br />implementation of final closure activities can commence upon approval of the Final Closure and <br />Postclosure Maintenance Plan. <br />The landfill, with an average refuse -to -soil ratio of 5:1, is expected to reach capacity in 2048 as <br />presented in the 2006 EIR, based on the estimated remaining fill capacity of approximately <br />35.6 million cubic yards as of March 13, 2009 (Table 1).
