aerial topographic mapping dated March 26, 2008, and the final grading, drainage, and <br />excavation plans (Drawings 1 and 2). <br />Full landfill closure will be completed within two years after reaching capacity. Two years prior <br />to final closure, the County will submit a Final Closure Plan, identifying the work included with <br />closure and a schedule for implementation. This submittal will also include a CQA Plan and <br />construction specifications for final closure construction activities. <br />The County may perform partial closure of the landfill, incrementally, as filling operations are <br />progressively completed. The County will submit Final Closure and Postclosure Maintenance <br />Plans two years prior to the anticipated date of a partial closure phase, as needed for regulatory <br />review. The County may submit these final plans within five years of anticipated partial closure <br />in lieu of submitting new or updated Preliminary Closure and Postclosure Plans. <br />Bid documents and a CQA Plan will be submitted to regulatory agencies approximately one year <br />prior to partial closure. Within the year prior to a partial closure, a contractor will be selected <br />and the closure construction will start and end in one construction season. Subsequent to <br />closure, a CQA Report will be submitted with As -Built Plans to support certification of closure. <br />2.7 Land Use of Closed Area <br />Section 21790(b) 5 requires a description of proposed postclosure land uses. Section 21190(b) <br />allows development as open space and Section 21190(c) requires proposed postclosure land uses, <br />other than nonirrigated open space, to be submitted for review and approval. <br />The NCRCSL will be utilized as a nonirrigated open area upon closure. The closed landfill area <br />will include landfill facilities such as drainage pipes and structures, benches, access roads, and <br />LFG wells and collection piping. An LFG flare and/or electrical generation facility may be <br />placed on the top deck of Module 1. Adequate foundation materials would be placed under the <br />flare station equipment as needed. Once final grading is achieved, grass will be planted for <br />erosion control and the site will be monitored, inspected, and maintained per the approved <br />Postclosure Maintenance Plan. <br />2.8 Closure Cost Estimate <br />Section 21790(b)(1), CIWMB, requires a closure cost estimate pursuant to Section 21820. <br />Section 21820(a), CIWMB, requires the estimate to be based on hiring a third party contractor to <br />close the landfill in accordance with the submitted Closure Plan. <br />Section 21769(b)(2)(A) requires an itemized cost analysis of all actions, and their associated <br />costs necessary to close the unit, pursuant to SWRCB promulgated requirements (20950 et. seq.). <br />PCMP for NCRCSL 2-10 Department of Public Works/Solid Waste <br />0.1San Joaquin CountyWCRCSLI1180401PCPMPIFinaf ReporAPCPMP Rev_Jan_2010.Doc County of San Joaquin —January 7, 2010 <br />
