requires North County Recycling Center and Sanitary Landfill to do quarterly <br />and annually surface water samples at South Paddy Creek. The surface water <br />I <br />samples are collected from South Paddy Creek upstream and downstream of the <br />landfill. These monitoring reports are kept at the County Solid Waste Division <br />office. <br />2.6 METHODS OF ONSITE STORAGE AND DISPOSAL OF MATERIALS <br />At' the recycling center, recyclable materials, such as, metals, plastics, <br />tires, and non biodegradables are transferred off site, as needed, to <br />materials recyclers. All recyclable materials are stored in bins outside the <br />recycling center on a 200 feet by 250 feet paved pad until removed. This <br />holding pad has its own storm water retention pond. There are no outdoor <br />manufacturing, or process areas at the North County Recycling Center and <br />Sanitary Landfill. <br />All new and used oils and other automotive fluids are stored in 250 -gallon <br />double walled tanks located inside the recycling center building. The <br />accumulated waste oils and sludge are disposed of regularly by a waste oil <br />recycler. <br />At the fueling area is an above ground, double wall containment, 6000 -gallon, <br />diesel tank which is exposed to weather conditions; it is located southwest of <br />the maintenance building. <br />2.7 OUTDOOR STORAGE ACTIVITIES WHICH GENERATE DUST OR PARTICULATES <br />North County Recycling Center and Sanitary Landfill daily operations generate <br />dust from heavy equipment machines moving dirt into the fill area. Roadways <br />are paved for winterization to keep dust at a minimum. The site operates under <br />dust controls requirement of the Local Air Pollution District Permit. <br />M. <br />
