2_8 HAZARDOUS SPILLS <br />Landfill records, since operation began in 1991, show there has not been a <br />significant materials spill on site. A Hazardous Materials Management Plan is <br />prepared for the facility. (See Appendix B). The HMMP is kept in the <br />facility's record room. <br />3.0 SOURCE IDENTIFICATION: POSSIBLE SOURCES OF POLLUTANTS IN STORM WATER <br />DISCHARGES <br />This section discusses the pollutants that have a reasonable potential to be <br />present in the storm water discharge in significant quantities, and an <br />estimate of the annual quantities of these pollutants in storm water <br />discharge. <br />0 33=1 LIST OF POTENTIAL POLLUTANTS TO STORM WATER <br />The North County Recycling Center and Sanitary Landfill is designed such that <br />runoff should not discharge storm water off site to neither the nearby <br />wetlands areas nor South Paddy Creek. The landfill is designed to contain <br />runoff from the current fill area and the building facilities on site. <br />3.2 ESTIMATE QUANTITIES OF POTENTIAL POLLUTANTS IN STORM WATER DISCHARGES <br />If potential pollutant materials do come in contact with the storm water <br />runoff, it is estimated that the amount reaching the wetlands areas and South <br />Paddy Creek would be very minimal because of the existing internal storm <br />drainage system. The landfill's precipitation and drainage control systems are <br />designed and constructed to accommodate the anticipated volume of <br />precipitation and peak flows from surface runoff under 100 -year, 24-hour <br />precipitation conditions. <br />7 <br />
