0 1.4.2 Surrounding Land Use <br />The landfill area itself is classified as urban industrial (waste facilities). The landfill is bordered on <br />east, south and west sides by vineyards. Other properties within a one -mile radius include <br />agricultural farmland on the east, pasture on the east and west, and field crops, deciduous fruits <br />and nuts, and livestock on the north (Plate 4) (Department of Water Resources, San Joaquin <br />County Land Use, 1996). <br />Several structures, including residential structures, have been built on the properties adjacent to <br />the landfill (Plate 5). <br />1.4.3 Ancillary Facilities <br />The ancillary facilities associated with the landfill include the entrance gate, internal, and <br />perimeter roads and fences, landfill office structures, scale house, the Recycling Center, wood <br />waste processing and other infrastructure needed for landfill operations (Plate 2). <br />40 1.5 EXISTING PERMITS AND APPROVALS <br />E <br />The NCRC&SL operates under the following permits and conditions: <br />• Solid Waste Facility Permit (SWFP) No. 39 -AA -0022, issued by the California Integrated <br />Waste Management Board, dated April 15, 1993 (Table 1 and Appendix A). <br />• RWQCB Waste Discharge Requirements and Monitoring and Reporting Program issued <br />in Order No. R5-2010-0016, adopted January 29, 2010 (Appendix A). <br />• Permit to Operate, issued by San Joaquin Valley Air Pollution District, N-1119 <br />(Appendix A). <br />• Final Environmental Impact Report, Findings of Fact, March 1989 (for initial siting). <br />• Final Environmental Impact Report, Findings of Fact, December 2006 (for permit revision). <br />North County RC&SL Page 4 of 68 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin — October 10, 2014 <br />
