0 <br />7 RECYCLING CENTER AND RELATED ACTIVITIES <br />The following sections describe the operations of the Recycling Center at the time of this JTD <br />submittal. Activities will be adjusted as needed to address the needs and objectives of the site. <br />7.1 GENERAL <br />Design requirements of the Recycling Center, including those for public use included: <br />• Customers would be protected by a grade separation between their parking location and <br />the area where the heavy equipment operates. <br />• Self -haul and commercial customers be separated. <br />• Recyclable materials would be separated manually from the non -recyclable material. <br />Recycled materials would be placed in bins on the north side of the Recycling Center, and <br />the non -recycled material would be placed in bins on the south side. <br />• The capacity of the Recycling Center is based on the number of vehicles served per hour, <br />and was designed to handle 92 vehicles per hour (Emcon, 1990, Entrance Facility Design, <br />North County Sanitary Landfiln. <br />Nuisance control (as described in Title 27 Section 17408.5) is accomplished by compliance with <br />CEQA and completing mitigation measures identified in the EIR (Section 1.6). <br />7.2 MATERIALS RECEIVING <br />7.2.1 Types and Quantities of Material <br />In 2009, approximately 38,000 tons of material was received at the Recycling Center, of which <br />approximately 11 % was salvaged for recycling. The remaining solid waste, including non- <br />salvageable items and materials) was disposed at the active landfill face (Table 4).
