Other cleaning and housekeeping activities include:
0
:7
• Clearing the tipping floor at least weekly
• Cleaning the roads using a road sweeper approximately bi-weekly.
7.5 SALVAGING AND MATERIALS RECOVERY PRACTICES
Scavenging is not allowed in the Recycling Center. The Recycling Center incorporates several
recycling practices, including storage and removal of salvaged materials, as follows:
7.5.1 Concrete Rubble
Loads containing exclusively concrete rubble are directed to a concrete rubble staging area on
site. In January 2010, the concrete staging area was located south of the LFG flare station.
Concrete staged in this area is often broken using a compactor, the steel reinforcing bar removed
and recycled, and the remaining crushed concrete used on site to construct equipment pads or
for similar beneficial uses.
7.5.2 Concrete and Steel
Concrete and steel are segregated on the tipping floor when received in significant quantities.
Workers hand -sort these materials from other waste, after which they are placed in bins adjacent
to the 'T' wall north of the Recycling Center. When bins are full, they are moved away from the
'T' wall, staged for removal and are replaced by empty bins.
Concrete and steel are removed from the site to recycling operations elsewhere. Drivers weigh
their vehicles when leaving the recycling center and upon return to measure the amount of
material recycled. This weight is included in the refuse diversion credited to the County.
Concrete rubble is also diverted directly from the scale house to a staging area west of the scale
house, or to other staging area useful to landfill operations. This material is sometimes used to
construct "winter pads", roads, or to stabilize other high -traffic areas in the landfill.
10
North County RC&SL Page 57 of 69 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — February 10, 2010
