7.5.3 Other Non -Hazardous Recycled Materials <br />Tires are manually separated from the refuse, and stockpiled in the Tire Trailer west of the tipping <br />floor (Plate 20). When this trailer is full, it is removed by a commercial recycler. <br />Yard waste, wood, branches, tree and bush trimmings, if, are stored in a bin adjacent to the "Z" <br />wall before emptying at the wood/yard waste area south of the Recycling Center ( 8, Plate 22) if <br />received in sufficient quantities and concentration to allow recovery. <br />Construction and Demolition Waste (C&D), includes concrete, lumber, roofing materials, and <br />other debris from construction and demolition activities. Such material waste may be retained on <br />site for use in constructing roads, winter pads, or for other beneficial reuse. <br />Engine blocks are sometimes dismantled on site for the recovery of specific components such as <br />the starter motor and radiator. Dismantling of the engine block takes place over a lipped <br />containment table specially designed to catch and contain oil which may drain from the engine. <br />After removal from the engine block, components are placed in the appropriate recycling bins and <br />taken offsite by a commercial recycler. Engine oil captured in the process of dismantling is <br />deposited in the Station's spent oil tank which is periodically emptied by a commercial recycler. <br />Appliances, including refrigeration and non -refrigeration units, such as washers and dryers, <br />contain materials that must be removed by a Certified Appliance Recycler (CAR) prior to <br />recycling. If an appliance arrives with a CAR certification indicating all materials requiring special <br />handling have been properly removed, then the appliance is placed in the "tin bin" (low -value <br />steel and mixed metal). If the appliance does not have documentation that these materials have <br />been properly removed, then the appliance is staged on site until a CAR contracted with the <br />County can remove the required materials from the appliance, after which these appliances are <br />also placed in the "tin bin". <br />Precious metals (copper, aluminum, chrome, etc) are placed in a designated bin. When the bin is <br />full, the materials are taken off-site by a commercial recycler. <br />Agricultural Plastics, such as plastic agricultural pesticide container are occasionally received at <br />the NCRC&SL during agricultural pesticide container collection events held periodically. <br />North County RC&SL Page 58 of 69 Public Works/Solid Waste <br />Joint Technical Document County of San Joaquin — February 10, 2010 <br />
