X. HOUSINGIPOPULATION <br /> A. Description <br /> The City of Tracy has grown steadily since 1960, experiencing a surge of <br /> growth asthe country pulled out of its economic recession in the mid-1980's. <br /> From 1980 to 1987, the estimated annual growth rate was approximately <br /> 5.75 percent. The State Department of Finance, Population Research, <br /> estimated the population of Tracy was 29,403 on January 1, 1989. <br /> According to the 1980 Census, people of Spanish origin make up 26.5 <br /> percent of the population of Tracy, compared with 19.2 percent of the state <br /> population. Minority racial groups comprise 19 percent of the 1980 <br /> population total for Tracy and account for 23 percent of the statewide <br /> population. Both average household size and family size are smaller in <br /> Tracy than in California as a whole. The average household in Tracy include <br /> 2.77 persons against the state's 2.78 person average; and the average <br /> family in Tracy in 1980 was 3.27 persons compared with the state average <br /> of 3.4 persons. <br /> B.
