C. QlscusjIQn of Evaluation <br /> Appendix A contains the Site Access Study performed by the City of Tracy <br /> Public Works Department. <br /> Since the proposed transfer station will replace the existing Corral Hollow <br /> Landfill, current trip generation rates were compiled from traffic and vehicle <br /> data that enters the landfill. This data indicates that there are currently 148 <br /> trip ends generated by the landfill consisting of private household vehicles <br /> and refuse collection vehicles. The current vehicle data was increased to <br /> account for a future growth rate of 7.1% which would coincide with the <br /> station design capacity of 500 tons per day in the year 2000. Total traffic to <br /> be generated by refuse being delivered to the station, employees and waste <br /> transfer to the San Joaquin County Landfill at 500 tons per day in the year <br /> 2000 will consist of 378 one way trips. <br /> The intersections at Tracy Blvd. and Larch Road, and Holly Drive and Larch <br /> Road were evaluated. Level of Service (LOS) calculations for the existing <br /> background traffic plus cumulative growth with the project, generated by the <br /> project operating at 500 tons per day in the year 2000, show that the <br /> increase in traffic at the two intersections will not deteriorate the LOS to level <br /> below City standards. <br /> D. Mitigation <br /> The proposed Conditional Use Permit should include the following: <br /> a) With the exception of residential refuse collection services, no <br /> Tracy Delta Disposal Company trucks of any kind shall use <br /> Holly Drive or Clover Road south of 1-205, and furthermore that <br /> no such trucks shall use the Holly Drive overpass at 1-205. <br /> b) 100% of trucks used to transfer refuse from the PROJECT to <br /> the San Joaquin County Landfill shall use Larch Road to Holly <br /> Drive to Arbor Road to MacArthur Drive to 1-205. <br /> c) The applicant shall apply for and obtain a Conditional Use <br /> Permit renewal when either the PROJECT 500 tons per day <br /> capacity is exceeded or when project generated traffic causes <br /> Level of Service at the study intersections to be inferior to Level <br /> of Service "C", whichever comes first. <br /> The following additional mitigations are recommended to alter the <br /> existing street network so as to ensure that stable traffic flow <br /> conditions will occur. <br /> 34 <br />
