The <br /> surrounding land use must be designated as compatible with <br /> the proposed/current land use (s) at the project site. The A9 <br /> local government in whose jurisdiction the facility is <br /> located, must make a finding that the facility is consistent <br /> with the General Plan [Public Resources Code (PRC) , Section <br /> 50000 . 51 and is identified in the most recent County <br /> Integrated/Solid Waste Management Plan [PRC, Section 500001 . <br /> Hazardous Waste Program <br /> A Household Hazardous Waste Program (HHWP) should be <br /> developed and implemented at the proposed facility to <br /> prevent the acceptance and subsequent processing of any <br /> hazardous waste. A complete description of the HHWP and the <br /> household hazardous waste collection facility/program should <br /> be included in the FEIR. Specific components of the HHWP <br /> should include, but not be limited to, load checking <br /> procedures and the number of 'designated load checkers, if A10 <br /> any; the method of separating hazardous wastes from the <br /> waste stream; storage design, containment, location, <br /> security and length of storage; posting of signs; the <br /> education and training of personnel in the identification <br /> and handling of hazardous substances, including the <br /> education of commercial and industrial haulers in the <br /> policies of the 'facility; and identification of the ultimate <br /> disposal location for hazardous materials temporarily stored <br /> at the proposed site. <br /> Hazardous waste storage at the facility may require a permit <br /> and/or Hazardous Waste Generator ID Number from the <br /> Department of Toxic Substances Control (DTSC) The project A11 <br /> proponent should contact the DTSC for assistance in <br /> determining permit and other requirements. <br /> Risk of Uipset/Human Health <br /> In the event of an accident, explosion, fire (spontaneous <br /> combustion) , or the release of hazardous substances due to <br /> upset conditions or mechanical malfunctions, an Emergency <br /> Response Preparedness Plan should be prepared and available Al2 <br /> at the facility for reference. Personnel should be properly <br /> trained to handle emergency situations, including <br /> identification, location and use of fire suppression <br />
