File No. 20-1008-36 <br /> July 14, 1995 <br /> 1 INTRODUCTION <br /> 1.1 GENERAL <br /> This document describes the construction quality assurance and quality control (QA/QC) <br /> procedures developed by Kleinfelder Inc. for the final soil cover of the Corral Hollow Sanitary <br /> Landfill located approximately 4-1/2 miles south of Tracy in San Joaquin County, California. The <br /> landfill is a Class III Sanitary Landfill owned by San Joaquin County and operated under Solid <br /> Waste Facilities permit No. 39-AA-0005 and Waste Discharge Requirement Order Number 94- <br /> 259. <br /> Meinfelder was retained by the San Joaquin County Department of Public Works (SJDPW) to <br /> prepare this Revised Construction Quality Assurance (CQA) Plan to comply with requirements of <br /> Title 14, Chapter 3, Article 7.8, n 17774, California Code of Regulations (Title 14 Section <br /> 17774). The revised CQA Plan is meant to supplement the Final Closure and Postclosure <br /> Maintenance Plan, revised for resubmittal January, 1994 by the SJDPW (hereinafter referred to as <br /> "Closure Plan"). <br /> 1.2 PURPOSE <br /> The purpose of this revised QA/QC plan is to set forth the means by which confirmation of <br /> construction quality will be determined and to provide a construction guide to all parties. This <br /> plan also sets forth the criteria for handling any required construction variances and for rectifying <br /> any observed construction deficiencies. <br /> The QA/QC plan has been prepared to meet the following objectives: <br /> 1. Define the responsibilities, activities, authorities, and required qualifications <br /> of the project personnel <br /> 2.
