File No. 20-1008-36 <br /> July 14, 1995 <br /> 1.3 BACKGROUND <br /> The Corral Hollow Sanitary Landfill, hereinafter "Landfill," is a Class III Sanitary Landfill owned <br /> by San Joaquin County and operated under Solid Waste Facilities permit No. 39-AA-0005 and <br /> Waste discharge Requirement Order Number 94-259. <br /> The SJDPW submitted the Closure Plan to the California Integrated Waste Management Board <br /> (CIWMB) and received detailed review comments from the Local Enforcement Agency (LEA), <br /> the Central Valley Regional Water Quality Control Board (RWQCB), and the CIWMB dated <br /> April 23, 1993. Among the comments by the agencies, the RWQCB recommended third party <br /> Construction Quality Assurance (CQA) for construction of the final cover by the County. This <br /> revised CQA plan includes QA/QC monitoring by Kleinfelder as a third party for the final cover <br /> project and the test pad CQA results. The revised CQA plan defines the roles of the different <br /> parties and the QA/QC measures proposed to satisfy Title 14, Section 17774. <br /> The revised CQA Plan is meant to supplement the Closure Plan developed by the SJDPW, and as <br /> such, the SJDPW will serve as engineer for the final cover project. <br /> 1.4 DEFINITIONS <br /> This section defines terms used in this QA/QC plan. <br /> Barrier later- The low permeability layer of the final cover, also referred to as "clay" layer. <br /> Construction Quality Assurance Monitor - Also referred to as the "Monitor" or "QA/QC <br /> Monitor" or "QA/QC Technician." The firm or individual responsible for performing the third <br /> party tasks as specified in this document. Kleinfelder, Inc. will serve as a third party CQA <br /> Monitor. <br /> Construction Quality Assurance Officer - Also referred to as the "CQA Officer." The <br /> individual responsible for overseeing the third party tasks as specified in this document.
