Ll <br />n <br />o The County to install at least three new groundwater monitoring wells northwest <br />of wells MW -5 and MW -8 and northeast of NW -5. These new groundwater <br />monitoring wells will likely need to be located outside of the County's property. <br />In light of the Technical Order from the RWQCB, it is understood that: <br />• It would be efficient for the closure cover over the County property and the State <br />right-of-way property in a single project, and related environmental documents are <br />prepared by a single entity. <br />• The County, through the Department of Public Works Solid Waste Division, has <br />expertise in landfill closure, and thus would be the appropriate entity to lead a single <br />closure cap project. <br />• The Caltrans right-of-way associated with the intersection of Corral Hollow Road and <br />Interstate 580 includes locations that may be appropriate for the installation of <br />groundwater monitoring wells. <br />THEREFORE, IT IS AGREED that Caltrans and the County Department of Public Works will <br />pursue the following course of action for the mutual benefit of the State and County: <br />1. Cooperation in a Combined Closure Project <br />In the spirit of this understanding, the County will immediately proceed with design and <br />regulatory documents for the closure of the two properties containing refuse. The <br />County will task its consultant to design landfill closure that includes State property to be <br />closed in one construction contract and administered by the County (Solid Waste <br />Division of the Department of Public Works). <br />The closure project is anticipated to include a moisture barrier using Geosynthetic Clay <br />Liner as an Engineered Alternative to the prescriptive cover described in Title 27 of the <br />California Code of Regulations. <br />The project is also anticipated to include approximately two landfill gas collection wells <br />attached to the existing landfill gas collection piping on County property. Control valves <br />for these wells will also be on County property. <br />The State will reimburse the County for the actual costs of constructing the closure cap <br />that is proportionate to the total closure area and the area that is owned by the State, <br />regardless of existing cost estimates. On this basis, reimbursement by the State would <br />be approximately 15 percent of the total closure project cost. <br />Reimbursable construction costs include all costs that are paid to entities outside the <br />Solid Waste Division, including those paid to contractors, consultants, and to other <br />Public Works Divisions as occurs in normal Public Works' projects. <br />Reimbursable expenses do not include Solid Waste Division staff time. <br />Reimbursements will be made on the basis of invoices sent to the County. The County <br />may request reimbursement no more than once each month.
