Please <br /> insert this information in your copies of the Final Closure Plan as <br /> Appendix H - TEST PAD DOCUMENTATION. <br /> Comment 2: <br /> "A revised landfill gas monitoring plan must be submitted as part <br /> of the final plans. Board staff notes that separate documentation <br /> has been submitted regarding landfill gas monitoring subsequent to <br /> the last draft of the final plans. This information should be <br /> consolidated and incorporated in the revised final plans for review <br /> and approval . " <br /> Response: <br /> The County submitted a Landfill Gas Monitoring Plan for the Harney <br /> Lane Sanitary Landfill, dated May 16, 1991. This plan calls for <br /> quarterly monitoring of the perimeter gas wells, on-site <br /> structures, and off-site structures. The County has been <br /> performing this monitoring according to the monitoring plan. <br /> Attached is a revised Landfill Gas Monitoring Plan and all <br /> monitoring reports to date. Please include this information as <br /> Appendix I - LANDFILL GAS MONITORING. <br /> Comment 3: <br /> "Design specifications, operations and maintenance plans, and an <br /> implementation schedule for landfill gas control measures must be <br /> submitted for incorporation in revised final plans. Guidelines for <br /> landfill gas control measures are provided in "Suggested Control <br /> Measures for Landfill Gas Emissions", Air Resources Board, <br /> September 13, 1990. To prevent further unnecessary delays, it is <br /> important to coordinate development and approval of the landfill <br /> gas control system with the San Joaquin County Air Pollution <br /> Control District (SJAPCD) . The level of detail of the landfill gas <br /> control system specifications and plans should be at the level at <br /> which the SJAPCD would grant an authority to construct. " <br />
