Scott Walker <br /> January 14, 1994 <br /> Page 3 <br /> Response: <br /> The County submitted preliminary plans for a landfill gas control <br /> system to the CIWMB, the RWQCB, and the LEA on April 30, 1993 . The <br /> LEA commented on the plans in a memo dated May 11, 1993, and the <br /> County responded with a memo dated June 9, 1993 . The County is in <br /> the process of finalizing the plans for the landfill gas control <br /> system. Final plans will be submitted to the CIWMB and the San <br /> Joaquin County Air Pollution Control District (SJAPCD) by the end <br /> of May 1994. Further, the County is proceeding with a Request for <br /> Statements of Interest (RSOI) for construction a gas-to-energy <br /> facility on-site. By mid-April 1994, the County will be able to <br /> determine whether a gas-to-energy facility or a flaring system will <br /> be installed. However, the landfill gas control system cannot be <br /> installed until final cover is in place. Therefore, The County <br /> requests approval of final cover design and construction procedures <br /> by February 28, 1993, to insure that the final cover will be placed <br /> during this construction season. <br /> Comment 4: <br /> "Cost estimates and financial assurances must be revised to reflect <br /> the above comments. " <br /> Response: <br /> Cost estimates have been revised in the Final Closure and <br /> Postclosure Maintenance Plans. Also, a copy of the financial <br /> assurance agreement is attached. Please insert this agreement in <br /> your copies of the Closure Plan as Appendix J - FINANCIAL ASSURANCE <br /> DOCUMENTATION. <br /> LEA COMMENTS <br /> Comment 1: <br /> "The methane gas monitoring for off-site structures and the <br /> associated costs for monitoring must still be addressed in revised <br /> closure and postclosure maintenance plans. " <br />
